Our agency serves the following counties in Northeast Nebraska: Antelope,
Burt, Cedar, Cuming, Dakota, Dixon, Dodge, Knox, Madison, Pierce, Stanton,
Thurston, Washington and Wayne counties. NENCAP has been serving low income
population in the area since 1966 with programs such as Head Start,
Weatherization, Immunizations, Family Services, NENCAP Home Visitation, WIC

About Us: President Lyndon B. Johnson and the Congress of the
United States proclaimed a national "War on Poverty" by enacting the
Economic Opportunity Act of 1964. To assist in fighting this "War on
Poverty," local Community Action Agencies were created to provide a variety
of services at the community level to help individuals achieve
self-sufficiency. Northeast Nebraska Community Action Partnership (NENCAP),
Inc. was chartered in 1966 as the Thurston County Community Action Council
in Macy, Nebraska under the Economic Opportunity Act of 1964. The first
three programs administered by the agency were Head Start, Commodities
Supplemental Food Program and Weatherization.
In 2012, the agency changed its name from Goldenrod Hills Community Action
to Northeast Nebraska Community Action Partnership Inc. (NENCAP). The change
in name was a part of an ongoing national initiative to highlight
anti-poverty efforts underway at Community Action Agencies across the
country. The initiative, spearheaded by the national office of the Community
Action Partnership is designed to increase brand awareness of Community
Action-Americaâ€™s poverty fighting network.
There are more than 1,000 Community Action Agencies across the United States
working toward a common goal of eliminating the causes and conditions of
poverty. NENCAP does this important work in a variety of ways-by assessing
the needs and resources of low income people, devising strategies for
eliminating poverty, identifying resources of financial support for their
work, advocating on behalf of low income people, mobilizing community
resources, and administering a variety of programs.
NENCAP is a private non-profit corporation that currently serves a 14-county
region in Northeast Nebraska. The region includes the following counties:
Antelope, Burt, Cedar, Cuming, Dakota, Dixon, Dodge, Knox, Madison, Pierce,
Saunders (WIC only), Stanton, Thurston, Washington and Wayne.
